\n\tA technology researcher from the United States disclosed on Tuesday that the individuals crafting policies under the administration of Republican President Donald Trump, specifically from the Office of Personnel Management, are connected to the conservative Heritage Foundation and their notable Project 2025.\n<\/p>\n

<\/p>\n

\n\tMolly White, on her [citation needed]<\/em> website, identified Noah Peters as the real writer behind a memo from Charles Ezell, the acting Director of the Office of Personnel Management (OPM). The memo issued on Tuesday advises on policies that closely resemble Schedule F, which White described as “a scheme to allow Trump to remove civil servants and appoint loyal followers.”<\/p>\n

\n\tWhite further disclosed that James Sherk authored two joint memos from OPM and the Office of Management and Budget, which mandated federal employees to return to office work and introduced a freeze on hiring across all government agencies.\n<\/p>\n

According to White:\n<\/p>\n

\n\tSince 2023, the Heritage Foundation’s Project 2025 had been endorsing Peters for a role in Trump’s potential second term. Peters, who served as solicitor at the Federal Labor Relations Authority (FLRA) in 2019, “supported and defended Trump appointees’ anti-union FLRA policies, which contradicted years of the agency’s standards,” as per Court Accountability Action and State Democracy Defenders Action. After a stint in private practice in 2022, Peters subtly updated his LinkedIn to reflect his new title as “senior adviser” at the Office of Personnel Management, a move that was not publicly announced anywhere else…<\/p>\n

\n\tJames Sherk was appointed as assistant to the president for domestic policy on January 18. Having served as a White House official during Trump’s first term, Sherk played a significant role in Trump’s Schedule F efforts. Following [former Democratic President Joe] Biden’s election and the swift repeal of Schedule F, Sherk moved to the America First Policy Institute to keep pushing Trump’s agenda. Before these roles, he was a staffer at the Heritage Foundation.<\/p><\/blockquote>\n

\n\tWhite referred to an unconfirmed Reddit post by someone claiming to be an OPM employee with nearly two decades of service as a reason for concern.\n<\/p>\n

\n\t“I’ve never seen anything even remotely similar to what’s occurring now,” the poster stated. “In brief, there’s a hostile takeover of the civil service.”\n<\/p>\n

\n\t“To be clear\u2014OPM has been overtaken… by external political figures,” the Reddit user elaborated. “In just five days, they managed to sideline numerous apolitical, career civil servants whose primary role was to protect the civil service from becoming tools of the presidency.”\n<\/p>\n

<\/p>\n

\n\t“The apolitical civil servants at OPM are powerless as we witness our government being methodically dismantled piece by piece,” the poster expressed alarm. “Even the [inspectors general] are being dismissed to halt their investigations into the numerous whistleblower complaints we’ve submitted.”<\/p>\n

<\/p>\n

\n\tRevisiting the memos authored by Peters and Sherk, White highlighted: “While Project 2025 and similar initiatives have openly stated their intentions to restructure the federal workforce, Trump and other senior officials in his administration have either denied or minimized connections with the project. These documents, however, provide additional proof that the execution is already in progress, with designated officials quietly crafting policies meant to be attributed publicly only to those heading the federal agencies.”<\/p>\n

<\/p>\n

It’s noteworthy that at least 140 individuals from Trump’s initial administration, including six former Cabinet secretaries, have been linked with Project 2025.<\/p>\n

On Monday, the National Treasury Employees Union, representing about 150,000 workers from 35 federal agencies, filed a lawsuit against the Trump administration for its efforts to politicize the civil service and weaken employee power.<\/p>\n
